General Description of Duties

This is supervisory and technical work within the Engineering Division that provides professional engineering and right-of-way/survey support for capital projects for roads, parks, transportation, stormwater and flood control projects. This position is a member of a survey crew that collects horizontal, vertical or topographic field information for the design of these projects. Work involves providing field layouts for the determination of right-of-way and construction layouts for the distribution of right-of-way and the construction of projects. Work also provides as-builts for operating permits.

ESSENTIAL DUTIES
Plan and organize survey field assignments and supervise survey crew. Determine logical progression for specific assignments and direct survey field crew in accomplishing assignments. Provide one-on-one supervision and assist survey crew members when questions arise or in solving problems in the job assignment. Offer instruction and training to survey crew members for betterment of their performance and to prepare them for temporary responsibilities or next position level during an employee's absence. Conduct performance evaluations. Recommend the hiring, transfer, layoff, recall, promotion or discharge of subordinate personnel. Enforce safety regulations.
Assimilate information required and direct the survey field crew in performing the various types of surveys, i.e. roadway, drainage, property boundary, construction and topographic. Determine proper location of survey point to be established and/or located through the use of mathematical computations, coordinate geometry software and microcomputers. Interpret construction plans to calculate and establish construction grade points of reference. Interpret survey plats, right-of-way maps and legal descriptions for field location and/or to determine size or limits. Interact with the County Surveyor and CAD Technicians in transferring written and electronic data and other information to and from the survey field crew.

Review the survey data being collected to ensure the accurate recording of all survey information obtained by the survey field crew through use of hand written field notes and electronic data collectors. Enter or review information entered into the permanent survey field book(s) to ensure accurate information. Use electronic data collectors or supervise their use in recording survey data. Review electronic data collected for accuracy. Review and ensure survey data obtained is by methods that meet survey Standards of Practice for the Profession of Surveying and Mapping (F.A.C. Ch.472-027).

Ensure Safety Regulations. Enhance the safety of the survey field crew and the public by ensuring proper signage is established delineating the work area. Ensure all members of survey field crew wear proper safety equipment such as safety vests, shoes, et cetera. Attend periodic FDOT Maintenance of Traffic (MOT) seminars and instruct the survey field crew members regarding current MOT methods.

DIFFICULTY
The work tasks involve specific knowledge of practices and procedures. Tasks require the use of independent judgment and on the spot decision making. On a daily basis work involves solving survey problems and computations, and interpreting and/or translating varied survey information.

EQUIPMENT AND TOOLS USED
Among the tools and equipment used are personal computers, spreadsheet software, survey data collection software, survey instruments and/or equipment, scientific calculator, car or light truck.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Most work is performed outdoors while standing. Employee is exposed to varying weather conditions and discomforts. Employee may be exposed to insects, reptiles, poisonous plants, dogs,cats, possums, squirrels, et cetera. Physical effort is exerted in carrying equipment, climbing, standing for long periods of time and clearing brush.

KNOWLEDGE, SKILLS, AND ABILITIES
Skilled in the use of various survey instruments and data collection. Knowledge of coordinate geometry, trigonometry, and surveying practices and related laws. Knowledge of and skill in use of data collection software. Ability to train subordinate employees and supervise the activities of a survey field crew. Ability to make rapid and accurate complex survey computations. Ability to convey information clearly and concisely to others (staff & public) who may not have any surveying knowledge.

MINIMUM QUALIFICATIONS
Requires high school diploma or an equivalent and five years of survey field work, one year of which must have been in a supervisory capacity. Education may substitute for experience on a year for year basis, but ONLY if it is in a related field.

Necessary Special Requirements: Must possess a valid State of Florida Driver's License and have a favorable driving record.

FDOT Intermediate Maintenance of Traffic Training certification is preferred.

Selection Guidelines: Formal application, rating of education and experience; oral interview and reference check.
FLSA STATUS: Position is non-exempt.
