This individual will support the NNSA Federal Program Manager (FPM) with their management of the MSIPP and related activities, including grants to Minority Serving Institutions (MSIs), NNSA laboratory and plant programs, and the MSIPP intern program. In this position, the Program Analyst will be responsible for assisting the NNSA FPM andor their Federal staff with a broad range of programmatic planning and support services including routine communications and outreach amongst Program participants and within NNSA identifying opportunities for improving existing business processes supporting the MSIPP evaluation process and maintaining appropriate metrics and consortia reporting and strategic planning and execution to include planning for future funding calls, and assistance with affiliated grant program activities. The Program Analyst will also support the Funding Opportunity Announcement (FOA) competitive process to include assistance with FOA development, merit review logistics and documentation. The MSIPP also has an annual technical meeting that will require support as well as travel to consortium level events throughout the year. The position will also support MSIPP's intern program which brings in students each summer. This will include supporting the selection and evaluation process, training program, developing survey and data collection tools and the annual intern evaluation. The primary focus of the MSIPP is to build sustainable pipeline between DOENNSA's siteslabs and MSIs in STEM (Science, Technology, Engineering and Mathematics) disciplines and bring a heightened awareness of NNSA and its plants and laboratories to MSIs with a common interest in STEM research fields. Currently the MSIPP program collaborates with, and manages a grant program, for which the following are eligible to apply Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), Tribal Colleges and Universities (TCUs) and non-profit institutions servicing HBCUs, HSIs and TCUs. Preference is for an individual with relevant experience in program management and support, grant program administration (Federal or State), and STEM initiatives. Additional relevant experience includes data and process management. The individual should be innovative, a self-starter, possess the ability to work in a highly dynamic environment, and effectively interact with a broad range of Federal and senior leadership. This is a full-time contractor-support position located on-site at the NNSA offices in Washington, D.C. however, currently teleworking due to COVID-19 restrictions. Occasional travel is required. Primary Responsibilities Assisting the MSIPP Program Manager with day-to-day activities in program managementadministrative activities. This is not an administrative position however, as this is a small Program Office, Federal and Contractor staff are responsible for providing the necessary services to support the Program operational needs. Supporting the MSIPP Intern Program Evaluation and Selection Post Evaluation Training Program Researching and investigating new or improved business process and systems engineering practices for application to the Program. Performing a variety of complex, programmatic and technical support services involving data analysis, process analysis, program plan and policy development, and strategy development. Providing program management support in the preparation, coordination, evaluation, review and analysis of program execution plans and tracking, monitoring, and reporting of program-specific milestones. Providing program management support for the MSIPP grant competition process and awards. Maintaining data tracking systems (e.g., Exceldatabases) for appropriately monitoring and tracking grant program applications, awardees, etc. Maintaining attention to detail in a multi-project work environment, with potential frequent interruptions, with competing needs requiring clear understanding of prioritization. Providing regular updates to FPM leadership as required. Ability to work in a team environment interacting with a range of federal and contractor staff. Supporting the MSIPP and the Educational Partnerships Consortium with analyzing data calls, conducting research, developing and analyzing evaluation framework, and assisting on actions that come from the results of data call. Basic Qualifications Minimum of a bachelor's degree in a science, engineering or technical degree. Minimum of 8 years of experience in a program execution, business process analysis andor systems engineering including demonstrated experience researching and analyzing complex information with recent experience in direct support of the nuclear security enterprise (NSE) Familiarity with business process engineering andor systems-of-systems analysis and integration Demonstrated background in requirements management processes and procedures Demonstrated performance with the Microsoft Office suite with particular emphasis on word processing, presentations, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel) Background using systems engineering tools and associated products Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management required Clearance Requirement Ability to obtain a DOE L clearance not currently a requirement Leidos is growing!
