Job Title: QA Inspector

Division/Department: Operations

Reports to: QA Manager and Fabrication Quality Manager

Location: Pharr, TX.


The QA Inspector will be responsible for monitoring the operations of a tunnel segment fabrication plant to ensure the segments produced meet the specifications in the project's Technical Requirements and industry codes.


o Provides support to management for interface on quality activities with subcontractors, Utility
Owners, and additional internal or external organizations.
o Evaluating the validity and acceptability of inspection, examination and testing results.
o Coordinate with Utility Owners to assure proper testing and inspection of utilities as appropriate.
o Coordinate the QC Requirements and testing. Reporting inspection, examination, and
o testing results and coordinate with Project Engineers and Management on tracking of
deficiencies/non-conformances from initial to closeout.
o Provide assistance implementing and maintaining the Quality Management System.
o Engaging production in being proactive, focusing on preventing deficiencies and rework.
o Being familiar with project plans and specifications.
o Reporting quality issues associated with the construction and track deficiencies/non-conformances.
o Maintaining an active role in providing relevant information to continually improve procedures, Work
Plans, and QC efforts.
o Inspecting or overseeing the inspection and testing of the work in a variety of areas.
o Checking the approval process of incoming materials by confirming specifications; conducting visual
and measurement tests; rejecting and returning unacceptable materials.
o Checking the approval process in-process production by confirming specifications; conducting visual
and measurement tests; communicating required adjustments to Construction responsible.
o Checking the approval process of finished products by confirming specifications; conducting visual
and measurement tests; returning products for re-work; confirming re-work.
o Documenting inspection and audits results by completing reports and logs; summarizing rework and
waste; inputting data into quality database.
o Assisting the CQCM in construction methodology review for compliance with the applicable codes,
standards, and specifications.
o Verify that all work has been constructed in general conformance to the specifications.
o Performing the off-site quality inspections at the Owners/suppliers/manufacturer's yard/shop as
o Performing measurements, testing, and inspecting processes as well as design and construction
elements to assure that it meets specifications.
o Performing and organizing and keeping all records from measurements, testing, and inspecting.
o Participating in the analysis of corrective and preventive actions and, in general, identifying and
recording any incidents related to the Quality Plans and Quality Procedures.
o Preparing monthly reports with all data and records required

o Participate on the Punch List Walk-Through and jointly add items to the Punch List
o Filling in all QC Checklists.
o Has Stop Work Authority
o The CQCE will be in coordination with the DPJV Design Manager and PSQCM for any quality concern
regarding the constructability reviews for the design changes during construction.

  • Testing
    1. Perform Concrete Sampling and Testing per ASTM and WSDOT FOP's
    2. Perform Aggregate Sampling and Testing per ASTM and WSDOT FOP's
  • Inspection
    1. Verify Welding inspector is on-site for cage fabrication
    2. Periodic inspection of cages and cages placement, cover, clearance into the molds at the pre-pour station
    3. Periodic inspection of de-molding, segment patching, and gasket installation
    4. Periodic inspection of pour station to ensure concrete consistency and delays are being logged by the operator
    5. Periodic inspection of finishing station
    6. Periodic inspection of QC concrete testing
    7. Verification of materials being used in production on-site.
  • Approval of segments for shipment
    1. Documentation review
    2. Physical inspection of segment
    3. Stamp segment approved for shipment


  • Associate's Degree in Civil Engineering or Construction related field, or quality certifications
  • Minimum 5 years experience in a similar role is preferred
  • Ability to obtain ACI Concrete Technician certification
  • Microsoft Office
  • Availability to work night shifts as required
