The Systems Engineering Center is seeking a strong, technically sound engineering leader for the role of Payload Chief Engineer who is committed and passionate about creating innovative, cost-effective solutions for the overall engineering of the payload. The successful candidate will serve as the Payload Chief Engineer on a large-scale, and very complex Intelligence, Surveillance, Reconnaissance and Communications (ISRC) Verona Program and will be the primary technical point of contact for the program payload. Working with the Chief Architect and the SEIT lead, the Chief Engineer sets the technical direction for the program based on their technical experience in the relevant domain. The Chief Engineer chairs the Engineering Review Board (ERB) and the Risk and Opportunity Board for the program. This position reports to the Program Manager and interfaces with cross-functional product teams, sub-contractors program management, and functional managers as well as non-engineering organizations such as finance, operations, supply chain, contracts and mission assurance.

The Payload Chief Engineer will:
  • Define and develop RF Payload system concepts and architectures
  • Own the systems engineering work products and artifacts for Space based RF Payloads, technologies and concept development
  • Develop and support negotiations for the Program Statement of Work
  • Provide technical leadership and oversight of the entire payload product life cycle development activities including: requirements development, allocation, verification and analysis; hardware and software design and development; system level integration and test planning, verification and validation; interface definition (electrical, mechanical, optical, thermal); modeling, analysis and simulation development; CONOPS development; and Monitor performance through technical performance measures
  • Be accountable for sensor/payload/mission requirements definition and decomposition
  • Lead Configuration Control Board, Engineering Review Board, Failure Review Board, Risk and Opportunity Review Boards
  • Mentor the program junior engineers and review their work for quality
  • Maintain technical baseline control within fixed cost and schedule constraints
  • Act as the bridge between program management and technical staff
  • Foster culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges
Required Skills:
  • Minimum of 12+ years demonstrated leadership engineer experience with proven track record
  • Chief Engineer/Lead Systems Engineer on a large development contract.
  • Experience with complex satellite payloads, particularly previous deployment of developed payload systems
  • Experience with defining and developing RF Payload systems and/or sensors
  • Experience in the development of high reliability space products
  • Experience in RF engineering and design integration - interpreting sensor/payload requirements and decomposing to design requirements and verification techniques
  • Experience in CONOPS/OPSCON development
  • Experience in payload system integration and/or verification and validation
  • Experience in technical Risk and Opportunity Management certification or equivalent
  • Experience in architecture development of software centric systems
  • Experience in SE process development and deployment
  • Experience with the technical review and approval of proposals
  • Familiarity with cost and schedule management using a government approved Earned Value Management System
  • Experience identifying engineering resources required to support engineering work products (people, processes, facilities & tools)
  • Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups
  • U.S. Citizenship and ability to access US only data systems
  • Active TS/SCI clearance or SSBI
Desired Skills:
  • Experience in Operations including: procedure development, training, transition planning, installation, and deployment
  • Experience working on a program managed using Earned Value Management
  • Experience with participating in Engineering Gate reviews
  • Experience in cost estimation
  • Qualified Six Sigma Specialist or equivalent

Education Requirements:
  • Bachelor's degree in Engineering, Math, Science or related STEM degree
