Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.
Serve as a Tagging Authority and manage the lockout tagout (LOTO) and work authorization (WA) program in a large-scale poly ethylene manufacturing project with onsite cogeneration facility for approximately 30 months during the Construction and Startup phases. Program users will include Great Arrow Builders (GAB) as well as Subcontractors and Owners personnel.
-Provide input and support to the Construction, Operations and Commissioning teams, in mechanical and electrical isolations, test procedures and work authorizations.
-Identify isolation boundaries based on work scope, develop LOTO permits, write LOTO tags, markup engineering drawings, de-energize equipment, de-pressurize systems and implement proper LOTO devices to ensure work can be performed safely.
-Administer and manage the LOTO and WA programs with strict enforcement and record keeping.
-Perform other duties as directed in support of project activities.
-Work hours as required, including night-shift, overtime, weekends and holidays as necessary to support the project.
- years of previous LOTO experience in a utility scale power generation or chemical manufacturing plant, 5 of which have been in Commissioning, Maintenance and/or Operations with at least 2 years as a -Tagging Authority or equivalent program administration.
-Must be familiar with standard industrial engineering practices and safety requirements
-Must be proficient in reading and understanding engineering drawings.
-Must be proficient in Microsoft Office and be able to use database programs.
-Must have strong oral and written communication skills.
-Must be able to interact professionally with Owner, Contract and GAB personnel.
-Must be able to walk at least 5 miles per day over uneven and rocky terrain in all weather conditions and be able to climb vertical ladders and stairs up to 100' in combined height multiple times per day to access project equipment.
-Must hold a valid drivers license and provide own transportation to and from the job site parking area.

Minimum of 3 years of previous supervisory experience, or lead work
Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
