The City of Fairfield Housing Department serves to improve, expand, and make available a supply of affordable housing.
The Housing Division Manager will plan, organize, and direct multiple programs and activities in the areas of affordable housing, housing rehabilitation and/or neighborhood revitalization in the Community Development department. This position manages the programs in the Fairfield Housing Authority which primarily includes the administration of 887 Housing Choice Vouchers and the Tenant Based Rental Assistance program which provides housing to households that are either homeless or at risk of being homeless. Major job duties include but are not limited to, supervision of 5 employees including supervision of the HQS Inspector, promoting full utilization of vouchers, facilitating landlord and tenant relations, determining program eligibility of applicants, annual and interim certifications, conducting briefings and lease up, rent reasonableness studies, portability management, financial management and reporting to HUD on program activities. Duties also include quality control measures such as review of waiting lists, tenant files, and lease- up rates, to ensure compliance with all housing authority procedures and HUD regulations. The manager is responsible for the development of specific strategies to ensure the program is fully utilized, and is providing clients and landlords with high levels of service, as evidenced through landlord participation and voucher issuance rate.

The ideal candidate will have:
Extensive experience in managing a subsidized housing program funded by the Department of Housing and Urban Development.
Experience with local audits, data management, Fair Housing regulations, and managing a housing portfolio or equivalent.
Excellent communication and interpersonal skills and have the ability to work with both internal and external stakeholders.
An inclusive and collaborative leadership style.
Work is performed in an office and field setting with frequent interruptions, deadlines, complaints, and peak workload periods. The position sometimes requires working nights and weekends. Possible inspections and fieldwork are also required.
Work may include prolonged sitting, as well as light to moderate lifting, reaching, stooping, pulling, pushing, manual dexterity, clear speech, visual and hearing acuity. The need to transport files, paper and documents weighing up to 25 pounds is also required.
Employees within this class perform the full range of duties and are responsible for multiple programs and activities which may include: overseeing the City's Housing Rehabilitation Program, Affordable Housing Programs, Grant Management, Land Management, and Housing Authority.
SUPERVISION RECEIVED AND EXERCISED:
Receives direction from the Director of Community Development. Exercises direct supervision over professional, technical, and administrative support personnel as assigned.
Five (5) years of increasingly responsible experience in affordable housing and/or Housing Authority administration, including two (2) years of supervisory experience are required.
Education equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, planning, economics, civil engineering, social services or related field is required.
Possession of a valid Class C California Driver's License is required.
Housing Choice Voucher Executive Management certification is highly desired.

Duties include, but are not be limited to, the following:
Develop and implement divisional goals, objectives, policies and procedures.
Plan, organize, and manage assigned programs and activities in the areas of affordable housing, neighborhood revitalization, Housing Authority, land management, and housing rehabilitation; develop and administer programs' budgets; assist in the development of goals and objectives; oversee staff work projects.
Prepare the Housing Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the division.
Negotiate and/or coordinate with developers, lenders, title companies, social service agencies, various public agencies, property owners, and tenants regarding affordable housing projects and issues.
Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
Perform related duties as assigned.
Knowledge & Abilities:
Theories, principles, and practices of housing and development including: economic development, real estate practices and financing.
Statistical and research methods related to housing activities; report writing; loan underwriting.
Local, state, and federal laws pertaining to economic development, real estate practices and financing, including Section 504 of the Rehabilitation Act, Section 8 Housing Choice Voucher Program, and other programs funded through Housing and Community Development (HCD), and Housing and Urban Development (HUD).
Principles and practices of supervision, motivation, and team building.
Principles and practices of budget preparation and administration.
Private and public financing sources and requirements.
Administration of state and federal grant and subsidy programs, including Section 8 Housing Choice Vouchers Program, HOME Tenant Based Rental Assistance Program, and CDBG..
Principles of project management.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations; prepare detailed studies with recommendations.
Interpret and apply City policies, procedures, rules, and regulations.
Administer consultant contracts.
Evaluate real estate market studies and project proformas.
Establish and maintain effective working relationships with those contacted in the course of the work.
Communicate clearly and concisely, both orally and in writing.
Make effective presentations to decision-making bodies and citizen groups.
Manage a variety of work program areas concurrently.
Supervise, train and evaluate assigned personnel.
