Job Description

OptTek provides custom integration of their software products and services related to those products for government customers. OptTek also creates custom optimization, simulation, and analytic solutions to solve complex government problems.

OptTek is seeking a recognized leader to oversee the pursuit of strategic business opportunities, primarily within the Department of Defense (DoD). The Director of Government Business Development will oversee all aspects of new business identification, qualification, and capture for DoD and other US government agencies. This individual will lead the development of gap analyses, competitiveness assessments, discriminators and key win themes, pricing, and proposal strategy and execution. They will architect external teaming arrangements and team partner roles with OptTek playing both the prime role and the subcontractor role.

The right person will devise appropriate strategies to ensure contract wins through active, strategic, tactical, and hands-on developmental roles in all facets of the new business acquisition life cycle and proposal development. They will orchestrate timelines, identify, and recommend allocation of resources, and monitor and summarize progress of new business pursuits. They will bring in new work enabling OptTek to continue to grow in this area.

Qualifications

Essential requirements include:

  • 8 years business development experience in the government specialized software services market; specific experience with DoD is required
  • Proven experience in growing revenue with existing customers through a variety of contract vehicles and strategies
  • Substantial relationships with US Government and DoD agency personnel and deep industry contacts
  • Understand the target client market and services required by government customers
  • Experience with government acquisition processes including reading, interpreting, and responding to government request for proposal (RFP) and broad agency announcements (BAA) and interpreting contract terms and conditions
  • Strategic and creative thinker and decision maker who maximizes probability of win through competitive positioning, win strategy, themes, and discriminators
  • Extensive experience evaluating and recommending key teammates and partners, along with determining teaming strategies to optimize value
  • Demonstrated oral and written communication skills and superior personal communications skills
  • Demonstrated ability to establish senior-level relationships with DoD and DoD contractor organizations
  • Ability to develop technical and strategic marketing information targeted for senior DoD decision makers

Highly desirable qualifications include:

  • An active DoD security clearance
  • Managed at least 3 winning procurements with values greater than $10M
  • Degree(s) in a business field or a science, technology, engineering, and mathematics (STEM) field
  • Experience with government organizations that conduct or support modeling, simulation, and data analysis or system engineering, testing, and evaluation activities (or private-sector companies that support these activities for the government)
  • Prior military service

Expected Duties

  • Develop and track a new business pipeline and capture plan for selected qualified opportunities
  • Identify and capture new business by leveraging knowledge and existing or developed contacts within the government marketplace
  • Meet with potential customers frequently, both in person and virtually, to introduce OptTek capabilities, determine client needs and challenges, and offer solutions
  • Identify teaming partners and build integrated teams in both the prime and subcontractor roles on new programs
  • Research and qualify opportunities within existing/new customer base and utilize the individual's personal contacts to identify potential business opportunities
  • Interface with internal technical and product leads to understand how our products and capabilities can be applied to government customers and their problems
  • Lead the initial investigation into new opportunities; develop capture plans, call plans, and focused presentations to prospective clients
  • Once a business opportunity is identified and qualified, lead bid/no bid decision process and proposal development, coordination, and submission process
  • Support the preparation of technical and price proposals
  • Attend sales and trade shows to develop new business prospects
