The Washington Metropolitan Area Transit Authority (WMATA) Communications and Network Services department seeks candidates committed to support fast-paced design initiatives for our New 700 MHZ and 8MHZ radio system and Fiber everywhere programs.
These innovative programs will provide sustainable technical solutions that address State of Good Repair (SOGR) objectives while increasing WMATA's capacity to share secure information and services with its stakeholders.
The Assistant Chief Engineer will lead a team of fiber and Radio engineers who are responsible for the development of engineering solutions from conception through lifecycle sustainment. The right candidate will promote innovative environments that encourage continuous learning, establish, and fortify cross-functional relationships and produce customer centric solutions that meet our customers' quality and reliability objectives.
This exciting opportunity will impact Fire Life Safety initiatives throughout the D.C. metropolitan region and will establish industry benchmarks for communication infrastructure within collaborative environments. Our transformation from existing Smart Zone-"T-Band" radio system to a new P25 based system is one of the most significant enhancement within the United States and will be one of the most coveted systems within the next few years. The Fiber everywhere program represents the next generation of communication infrastructure within WMATA and will sponsor innovative solutions within Automatic Traction Control, Mechanical Ventilation, SCADA systems, Fire Life Safety systems and increased communication capacity enhancements in support of our regional demands.

Graduation from an accredited college or university with a Bachelor's Degree in Engineering. A minimum of ten (10) years of extensive progressively responsible and diversified high-level management experience in facilities, systems or vehicle engineering design for major transportation or other major facilities, systems or vehicle projects. Senior management and supervisory experience for large engineering and engineering support projects. Demonstrated experience in achieving program objectives within fiscal and time constraints and in guiding systems engineering functions.
Or, an equivalent combination of post high school education and more than fourteen (14) years of extensive progressively responsible and diversified high-level management experience in facilities, systems or vehicle engineering design for major transportation or other major facilities, systems or vehicle projects. Senior management and supervisory experience for large engineering and engineering support projects. Demonstrated experience in achieving program objectives within fiscal and time constraints and in guiding systems engineering functions.
Registration or must obtain registration within six months of appointment, as a Professional Engineer in at least one of the major signatory jurisdictions of the WMATA Compact (DC, VA, and MD) is required. This requirement shall apply to all Assistant Chief Engineer positions except for the specialized discipline of Automatic Fare Collection. For Automatic Fare Collection a professional engineering license is preferred but the lack of a professional engineering license will not be a disqualifying factor.
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.
The Assistant Chief Engineer is responsible for management, technical guidance, program management and coordination of engineering for the functional disciplines of facilities (civil and track, structures and buildings, electro-mechanical, design criteria and standards), systems (automatic fare collection, automatic train control, communications, station and traction power, design criteria and standards), or vehicles (bus, railcar, bus and railcar procurement programs, design criteria and standards) and their associated engineering consultants. Determines project scope, schedule and budget requirements for implementing engineering and construction projects. The incumbent is the prime engineering resource for OPSV's Project Managers and BUSV and RAIL Managers. These are senior-level managerial, supervisory and engineering positions involving work of a difficult and complex nature.
Additionally, assists the Chief Engineer in planning, organizing, directing and controlling the development and implementation of engineering and construction projects for Metrorail and Metrobus.
Requires a high degree of creativity, foresight and mature judgment in planning, organizing, coordinating and solving unprecedented engineering and construction issues. Works independently with advice and coordination from the Chief Engineer and has extensive latitude for independent judgment and actions within established guidelines.
Participates with the Chief Engineer in planning, organizing, and directing the activities of the Offices of Facilities, Systems or Vehicle Engineering.
Directs, manages, and supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and time sheets, and ensuring appropriate subordinate training is provided. Establishes work plans for subordinates against which they will be measured. Conducts performance evaluations of subordinates based upon these work plans. Reviews, discusses, recommends and takes action on the performance of the personnel in the Offices of Facilities, Systems or Vehicle Engineering.
Provides technical assistance and guidance to facilities, systems and vehicle engineering disciplines, the Chief Engineer, Project Managers, Assistant Project Managers, RAIL Managers, BUSV Managers and others.
Provides engineering and construction solutions in collaboration and coordination with BUSV and RAIL for technical problems arising in BUSV, RAIL, and other Authority offices.
Assists in directing the activities of all general and special engineering consultants and other Facilities, Systems and Vehicle Engineering and ITS Consultants.
Serves as the contracting officer's representative for the general engineering consultant and other contracts as assigned.
Represents OPSV in meetings with the Federal Government, participating jurisdictions, national associations, industry, and other organizations as necessary.
Participates in negotiating systems related utility agreements.
Coordinates "in-house" designs and analyses with clients, i.e., Project Managers, BUSV and RAIL.
Oversees the preparation of the office budget and monitoring of expenditures to ensure that needs are met.
